Umatilla County Busted Mugshots Records
Every booking record here starts in one spot. The Umatilla County Corrections Facility holds the county's inmates. The Umatilla County Sheriff's Office runs it. UCSO also maintains the CitizenRIMS pages, which track current custody and recorded arrest events. City police in Hermiston, Pendleton, or Umatilla can make the arrest. Even so, there is just one county jail. Once someone lands in county custody, UCSO has the answer.
One quirk matters. The official system shares text but holds back booking photographs. Public photos are turned off in both the roster and the arrest-events view. An entry can still confirm a booking number, a custody status, or a charge on paper. It just won't give you a face. Treat the public side as a records desk, not a mugshot gallery.
Umatilla County Busted Booking Fields
The current-custody roster lists adults lodged at the facility right now. Open a detailed view and you may find operational details. Those can help you narrow a records request or track down a later court case. The recent-arrests page is different. Its event fields are thinner. Don't mistake one of those entries for a full jail booking record.
| Field | What the public record can show |
|---|---|
| Name and booking number | The current roster lists a name and booking number. Preserve the number when asking UCSO or the court about a particular record. |
| Booking and arrest details | The roster can show booking date and time, arresting agency, and arrest date and location. An arrest date and a booking date are not necessarily the same event time. |
| Charges and bail | Detailed charge rows can include code, description, level, count, and bail information. A displayed charge is an charge, and a bail amount does not promise release. |
| Age and status | Age and current custody status may appear for an adult roster entry. “In custody” is a present status, not a case outcome. |
| Case and court result | The arrest-events page can show a case number, but neither UCSO public view supplies a court disposition. Use OJD for later case events. |
| Booking photograph | Neither UCSO public tool displays one. A request for a photo remains subject to Oregon's specific booking-photo rule. |
Some names simply won't appear. The public portal leaves out juvenile offenders and anything sensitive or barred by statute. A missing name is not a mystery to solve. Adult set-aside forms are no substitute for a juvenile-record process either.
Request a Umatilla Busted Record
Need a Sheriff record the public tools don't show? The live Umatilla County JustFOIA portal is the current route in. Keep the request focused. That gives staff a real shot at finding the right file and flagging any redactions the law allows. An older UCSO form still has useful background and contact details. Treat it as reference, not as the controlling fee sheet.
- Identify the person and provide a known booking number, case number, or incident number when available.
- Give a narrow approximate date range and name the record sought, such as a booking record or a specified report.
- Include a contact method so UCSO can clarify the scope or provide a cost estimate.
- For an image, request “booking photo, if releasable under ORS 133.870.” That wording does not presume the image will be produced.
- Review any response, redaction explanation, or estimate from the records office before assuming a record will be released.

Oregon puts clocks on written requests. An agency must acknowledge or complete one within five business days. If the work isn't done by then, the office generally has to finish it or send a processing notice. That notice needs an estimated completion date inside the next ten business days, statutory exceptions aside. None of this timing overrides a records exemption or the booking-photo restriction. That restriction stands on its own.
Oregon Law Behind No-Photo Busted Records
ORS 133.870 and ORS 133.875 sit at the center of the local no-photo picture. Under ORS 133.870, a law-enforcement agency generally cannot release a booking photograph outside a short list of circumstances. The list covers the person depicted, certain justice-system recipients, some victims and case parties, narrow court use, an agency-determined law-enforcement purpose, and discretionary release after a related conviction. Nothing in the rule obliges UCSO to maintain a public gallery of booking photos.
That is why the roster and the arrest-events page show useful text with no faces attached. A missing image proves nothing about whether one exists. The CitizenRIMS setup simply offers a booking and custody record without a public booking photo. A request for the image itself can still be denied, redacted, or handled under an exception.
ORS 133.875 aims at a narrower target: qualifying publish-for-pay publications. Its ordinary provision demands removal and destruction within 30 calendar days of a request. Any removal condition is capped at $50. Hand over documentation of an acquittal, non-prosecution, a set-aside, a vacation, or a pardon, and a seven-calendar-day no-fee route opens up. The statute is not a blanket promise that every accurate page anywhere must vanish.
For an eligible adult court matter, OJD's set-aside forms hub and ORS 137.225 supply the legal process. Eligibility carries exclusions and timing conditions. Filing the forms is not itself an eligibility decision. Juvenile expunction runs through a separate process. Once a source has actually removed or changed content, Google's Refresh Outdated Content tool can update the search result. It won't touch a live page, though.
How to Find Umatilla County Busted Mugshots
Start with the record you need, not an image search. Each official channel answers a different custody question. For an adult who may be sitting in the county facility right now, the UCSO roster is the first stop. The UCSO feed covers something narrower: arrest events recorded by that office. Neither page doubles as a general public mugshot gallery.
- Search the UCSO incarcerated-people roster for current county-facility custody, using a date range and name fields when known.
- Check UCSO Arrests for a recent UCSO arrest event, selecting a date window and first or last name.
- For an Hermiston or Pendleton arrest, check that city's official arrest-events page as well. For an Umatilla PD issue, use its records route, then the county roster if lodging is possible.
- Use OJD Records and Calendar Search by party name or case number to trace arraignment, later events, and disposition.
- When the person may be in state custody rather than the county jail, search Oregon DOC. For a narrow existing county record not found online, return to JustFOIA.
Where Umatilla County Busted Records Appear
The table below splits official tools from secondary leads. "No photo" means no public photo field was found in that channel, not that no photograph ever existed. Keep the labels straight, too. Current custody, an arrest event, a court result, and later state custody are four different things.
| Channel | Photo? | What it covers | Access |
|---|---|---|---|
| UCSO current-custody roster | No | Adults currently incarcerated at the county facility | Official CitizenRIMS roster with date and name filters |
| UCSO arrest-events feed | No | Recorded recent arrests by UCSO, not all facility bookings | Official CitizenRIMS date-range and name search |
| UCSO / county records request | Not promised | Existing agency records subject to review, redaction, and law | Official JustFOIA portal |
| OJD court search | No booking-photo field | Post-booking court events and available dispositions | Official party-name or case-number search |
| Oregon DOC Offender Search | DOC profile field | DOC or local community-corrections stage, not a recent-county-arrest list | Official name or SID search |
| VISOR | No | Confidential custody-status searching and opt-in alerts | Official statewide notification service |
Umatilla County Roster: Booked, Not Pictured
Need to know who the Umatilla County jail holds right now? The UCSO current-custody roster is the official answer. Look for the link labeled Jail Roster on the county jail page. One caveat: this is a live list, not a historical archive. It also isn't limited to UCSO arrests, since other agencies book into the same facility.
Searching takes a few steps. Open the portal. Enter a start and end date if you know them. Then expand the fields for a first or last name. A matching entry may show the booking number, booking date, arresting agency, arrest date and location, bail, status, age, and charge rows. Save any booking number for a later OJD search. UCSO hasn't said how often the roster updates or how long someone stays listed after release.
| Roster control | Use it for |
|---|---|
| Start and end dates | Limit a current-custody review when an approximate booking period is known. The controls do not turn the roster into a historical release archive. |
| First and last name | Expand the portal options and enter the available name information to narrow the adult current-custody list. |
| Matching record | Open the entry to inspect the available booking, arrest, bail, status, and charge details. Retain the booking number for a court or records follow-up. |
See the official current-custody roster interface before relying on any secondary listing.
For a current-custody question, the official portal is the right route. Its no-photo setup reflects how Oregon's booking-photo policy gets applied locally. When someone drops off the roster, they may have been released, transferred, or moved to another stage. Verify the reason through the appropriate record.
When Do Umatilla County Arrests Appear?
Don't call either CitizenRIMS page real time. UCSO publishes no minute-by-minute schedule for them. A person might show up in the arrest-events view, in the custody roster, in both, or in neither. Timing, the arresting agency, booking choices, and later custody changes all shape what appears.
The arrest-events page keeps entries for a rolling 30 days. After that, they age out. The roster reflects only current incarceration, with no stated post-release window. For an older agency record, file a narrow JustFOIA request instead of guessing from an absence. That matters most after a busy weekend or when your date filter is too tight.
Umatilla County Recent Arrests: 30-Day Feed
UCSO Arrests is the official recent-events channel for people arrested by UCSO. That's not the same as everyone booked into the county jail. The page offers Start and End fields plus first- and last-name filters. Public fields include name, arrest date, case number, and charge information. Missing: booking photos, age, birth date, demographics, arrest location, action taken, and incident numbers.
There are no separate official URLs for same-day, 24-hour, 48-hour, 72-hour, weekly, or monthly arrest logs. Want a same-day check? Pick a narrow current-date range. A longer lookback just means a multi-day range within the rolling window. Skip unofficial lists. Don't treat a multi-day selection as a facility-wide booking roster. The official UCSO arrest-events page carries the date and name filters described here.
The feed answers one question: did UCSO take a recent action? The roster answers another: is an adult held by the county right now. Hermiston and Pendleton each run their own arrest-event pages. Umatilla PD's activity material isn't a booking feed.
Umatilla County Jail Intake Context
The Umatilla County Corrections Facility sits at 4700 NW Pioneer Place in Pendleton. UCSO runs it as the county's adult booking facility. In 2024 the jail logged more than 3,700 intakes. Its average daily population was 175 adults in custody. Those are operations figures for the facility alone, not countywide arrest totals or day-by-day roster counts.
So check carefully. Arrested in a city and currently housed in the county facility are separate questions. An arrest can end in a booking, a different custody outcome, or a later transfer. The county jail is not Oregon DOC, and UCSO's other offices aren't detention facilities either. The official county jail page identifies the facility and points readers to the roster.
The jail page supplies facility context for the roster, nothing more. It isn't an arrest feed, and it won't replace the court register later in a case.
Busted Records and Oregon DOC Custody
The Oregon DOC Offender Search enters the picture later. It covers people in DOC custody or under a local Community Corrections office. You can search by first, middle, or last name, or by a State Identification Number (SID). Wildcards work in name searches. They do not work in SID searches. A profile may show an Inmate Photo field, plus SID, location, status, and offense tabs.
That photo belongs to a DOC offender record, not a Umatilla County booking. The DOC search updates periodically and is not a certified record, so it misses some new county bookings and some jail releases. Need official documents? The DOC Public Records Center takes written requests. A public Pen Pack can include specified prints, facesheets, a photo, and court or sentence records when applicable.
Federal and immigration tools have equally narrow roles. The BOP Inmate Locator covers federal BOP custody. The ICE Online Detainee Locator System applies only to ICE or qualifying CBP custody. Neither one says an ordinary Umatilla County booking has any federal or immigration connection.
What Happens After a Umatilla Booking?
Want to know where a Umatilla booking ends up? The jail tools stop at booking. Court outcomes live elsewhere. The free OJD Records and Calendar Search covers that next step: search by party name or court record number, then pick the Umatilla Circuit Court matter. A register there can list hearings, trials, notices, judgments, and filings, though some documents stay confidential or protected and simply never appear online.
Need a certified copy? The Umatilla and Morrow Circuit Court records route handles that. Nonconfidential digitized records can be read at courthouse lobby kiosks, and older undigitized files can be pulled for review at the counter. Copy charges are published separately from UCSO records fees. Keep the booking date and case number handy, since those two details connect the jail record with the court file.
Umatilla County Status Alerts, Not Photos
Oregon VISOR answers a different question than a photo search. It is the statewide confidential status-search and notification service, once tied to VINE in local jail materials. Search by full or partial name, SID, or county ID. Then opt in for phone, text, email, or TTY alerts when custody data changes at participating agencies. Release, transfer, escape, and death notices all fall within its scope.
What VISOR is not matters just as much. It is not a court record, a county-wide booking list, or a mugshot search. UCSO has no verified roster, arrest-photo, or warrant app. Its CitizenRIMS webpages remain the real public lookup tools. The agency's Facebook page and press releases work as supplemental news sources, not complete custody records.
Umatilla County Juvenile and Sealed Records
UCSO's public portal leaves out juvenile offenders and certain sensitive or statutorily prohibited details. A missing juvenile name is not a gap to fill from some other site. Juvenile information runs through its own law and court process. That includes the separate expunction framework in ORS chapter 419A.
For adults, UCSO's retention policy spells out its own timeline. Sealed records are kept for 75 years or as the court directs. Expunged records are disposed of as ordered, with expungement orders themselves retained for 75 years. The policy says nothing about a separate booking-photo retention period or any online CitizenRIMS display term. Age alone never means a record is open to the public.
Busted Records Need Fee Confirmation
Never trust a published dollar figure for a Umatilla records request. UCSO's legacy form lists $20 for photos or DVD/video and $30 per hour for research or redaction past the first hour. But that form predates the current portal, and the numbers need confirmation before any payment. The older schedule also lists other rates tied to request type and how much identifying detail is on hand.
Oregon public-records law adds a checkpoint here. Any estimate above $25 requires written notice and the requester's confirmation before work begins. Ask for a scope or cost clarification instead of reading a generic photo line as a promise of release. A request can end several ways: a record, a redaction, an exemption explanation, an estimate, or a denial under the booking-photo rule. The current Umatilla County request portal is the county's live intake path.
A well-scoped request names one specific existing record. It is not a way to demand a public booking-photo gallery or to skip past the agency's legal review.
Umatilla County Busted Mugshots by City
Each city page starts with the arresting agency, then loops back to UCSO when county custody is the real question. A city incident log, a fresh arrest event, and a current jail roster are three different records, and the pages keep them separate.
- Hermiston Busted Mugshots: Hermiston Police has its own official CitizenRIMS arrest-events search; a resulting county booking is checked through the UCSO roster.
- Pendleton Busted Mugshots: Pendleton Police has its own official arrest-events page, while county-facility custody remains a UCSO question.
- Umatilla Busted Mugshots: Umatilla Police has no equivalent city-hosted arrest roster; use its records or activity-bulletin route and the UCSO roster for possible county custody.
Official Sources and Local Secondary Leads
Start with official sources. UCSO answers current custody and its own arrest events. OJD tracks the case path. JustFOIA handles a narrowly described county record. Local reporting helps mainly as a pointer to an agency, date, or case worth verifying. East Oregonian's public-safety section is a solid local hub because its packages steer readers toward agency activity and roster resources. The Hermiston Herald, regional broadcasters, and UCSO press releases add event-specific context, not systematic booking-photo coverage.
Commercial sites sit a rung below all of that. RecentlyBooked's Umatilla page claims a last-30-days range and notes the county does not provide mugshot images, but its refresh schedule is not UCSO validation. Arrests.org's Umatilla page has shown an empty county grid beside older individual results, a sign of incomplete or stale data. Mugshots.com's county-labeled archive is not a live official feed. BustedNewspaper offers no verified Umatilla County hub, only older Hermiston and Stanfield city-tag pages. Mugshots.zone has no verified county section either. So no generic or out-of-county link stands in for a local source.
If a host qualifies, use only its documented no-fee procedure. Save the source URL plus court paperwork when it matters. RecentlyBooked publishes a no-fee removal policy, and BustedNewspaper offers a free-form listing-removal request for supported outcomes. Arrests.org lists no verified county-wide free process. None of these host procedures decides legal rights or replaces correction through the originating agency and the court.
Old Umatilla County Records and Retention
The current roster is not an archive. Umatilla County's sheriff's office applies different retention periods to different case-file categories, and it keeps public-record request files for two years. Nothing in that policy promises continued online display. Someone released last week may already be gone from CitizenRIMS even though the agency still holds the record itself. When that happens, JustFOIA is the request path that applies.
Older material lives elsewhere. The Oregon State Archives keeps a Umatilla County inventory with jail registers covering 1885 through 1970. These pages can be rich: arrival and release dates, the arresting officer, the alleged crime, bail, court, even a physical description. Some items stay restricted for 25 years after custody ends. Don't expect photographs, though. The registers were never meant as a photo archive. State DOC archives trace corrections history on a separate track and can't stand in for a current county booking record.
